I have laid before the Marquess of Salisbury
your letter, with its inclosures, of the 28th ul-
timo, calling attention to a case of assault alleged
to have been committed by the Mate of the American
Ship "R.R. Thomas" upon a seaman of the same ship
while she was lying in the harbour of Hong Kong.
I am to state to you in reply, and for the con-
sideration of Mr. Secretary Charberlain that the
present case appears to His Lordship to be governed
by the considerations set forth in the letter from
74495
Mauritiu's
this Department of the 29th of April 1895, and the
memorandum inclosed in it, relative to the case of
assault of a similar nature which was committed on
board & French Merchant Ship in the Port of St
Louis, Mauritius.
